Self-hosted ledger for AI assets: MCP servers, skills, agents, AI apps, model channels, SaaS connectors and NAS storage are registered as one asset class and move through a lifecycle state machine (draft, verifying, online, gray, unhealthy, offline). Each MCP tool declares its own minimum permission point instead of inheriting the calling token's scope, deployment supports a gray percentage with a dry-run impact preview over the dependency graph, and usage is attributed on org x subject x resource so spend can be split by department and by originating agent rather than by API key.
