Adds a Plugin Manager tab to Settings that catalogs installed DSH plugins with Chinese names, plain-language descriptions and categories; toggles plugins with one click by editing the global cordis.patch.yml (hot-reloaded in about a second), with system rows locked and !!js-expression rows labeled; supports per-plugin custom notes edited in the UI, search and category filters, and backup/restore of notes and toggle state. Compatible with DSH 0.1.x and 0.2.0.
