Controls the DeepSeek Harness outbound proxy at runtime: three mutually exclusive sources (the launch environment, the Windows system proxy, or a manually entered address), applied immediately without a restart. Includes system-proxy detection, a per-host direct list for simple splitting, a connectivity self-test that goes through the harness's own call path, and an honest report of which policy layer is currently routing traffic. SOCKS is not supported. The system-proxy source is desktop only and is disabled in the web build.
