Registers a Serper (google.serper.dev) search provider on the DSH web capability seam (ctx.web), and adds a serper_search tool that calls the same provider directly without a searchProvider pin. Configurable endpoint, locale, page size and credential reference, with a settings form rendered on the plugin row.
