Host-side control plugin for the aeval evaluation harness. When an aeval trial starts, it injects the whole experiment configuration once (variables, gateway-lease budgets, fork lineage), binds those facts to a config digest and a runtime lock so a finished run cannot be re-explained with different parameters, refuses auxiliary model calls by policy, caps model calls through a gateway lease, and writes a verifiable bundle descriptor per trial. Ships a read-only self-check command and a web status chip. With no configuration it activates standalone: it mounts nothing and redirects no model call.
